An encomium is organized praise. The test is simple: if you can move the paragraph onto another subject by changing one noun, it is not finished. Praise of “a wonderful person who inspires everyone” fits almost anyone, which means it fits no one.
The hour after a hard rain is cooler than the forecast, and strangers walk slower because the argument with the weather is over. That sentence cannot be copied onto a sunny Saturday.
