A proverb is a sentence a lot of people already half-believe. It is not about one person’s Tuesday. Putting it in public is a decision: you are spreading an idea, and the audience decides whether it helps or scolds.
“Measure twice, cut once” helps someone about to send a message they cannot unsend. On a poster in a hospital waiting room, the same sentence sounds like blame.
